Understanding LOLER and PUWER: A Guide to Manual Handling Compliance

In the UK, two essential sets of regulations govern how work equipment should be used and maintained: LOLER (Lifting Operations and Lifting Equipment Regulations) and PUWER (Provision and Use of Work Equipment Regulations). What is LOLER?


LOLER specifically covers the use of lifting equipment such as hoists, cranes, forklifts, and lifting accessories. It ensures that lifting operations are:

  • Regularly examined by a competent person (every 6 months for equipment used to lift people, and 12 months for other lifting gear)

  • Clearly marked with safe working loads

  • Suitable for the task and securely positioned


LOLER applies to all businesses and organisations whose employees use lifting equipment – even if it's hired or not owned by them directly.

What is PUWER?

  • Operated only by competent people

  • Subject to risk assessments that determine inspection frequency and maintenance needs

How Do LOLER and PUWER Work Together?


There is overlap between these two regulations. Lifting equipment is also considered work equipment, so both LOLER and PUWER apply. In essence:

  • PUWER covers general safety and maintenance
